Cheap Taxes! A good thing?

In terms of Taxes paid is there a noticeable difference in the cantons, for instance in an area where I pay more Tax are the schools and other services better?

It seems odd that you would pay minimal tax and receive the same or better quality of services?

Are some areas consider better than others, how can I distinguish between good areas and bad areas?
