Partial coverage from complementary insurance

Hi all,

What does happen if one declares to a Krankenkasse, in the questionnaire, he already has an health issue? Can they refuse to give private or semiprivate coverage for that?

And what if that's omitted? What are the consequences?

Last one, can a complementary insurance ask for information to the basic one?
