Help needed for application form!

We are filling in application forms for apartments; it's hard as they are all in German but we are slowly getting there with the help of google translate.

Please can anyone explain this one which is puzzling us!

"Grund Wohnungswechsel"

Google is telling us it means "fundamentally changing flat" !!!??? That makes no sense in English!??
